Description:

California's Senate Bill (SB) 43 updated California's definition of grave disability, which is the basis of Lanterman-Petris-Short (LPS) Act which provides guidelines on involuntary holds and conservatorships. SB43 provides an expanded definition of "basic needs" that will include personal safety and necessary medical care, in addition to food, clothing, and shelter. The list of conditions which can be considered as a cause for grave disability was also expanded to include severe substance use disorders and co-occurring mental health. Los Angeles County will implement an LPS process in alignment with the new SB43 definition of grave disability beginning January 1, 2026. This panel includes leaders from both Los Angeles County Department of Public Health (DPH) and Department of Mental Health (DMH), who will discuss the updated definitions and provide an overview of Los Angeles County's implementation plans given updated eligibility for involuntary psychiatric holds and LPS conservatorships.
